Institutional | ARCHER WESTERN - CONSOLIDATED COURTS COMPLEX A Consolidated Effort ARCHER WESTERN HELPS MODERNIZE NORFOLK, VA.’S COURT SYSTEM. BY BRIAN SALGADO T here was no doubt that the multifacility courthouse system in the city of Norfolk, Va., had been obsolete for some time. With that in mind, the city’s public works department set out to construct a state-of-the-art consolidated courts complex to bring the town’s justice system into the 21st century. “The courthouse we had had been built several years ago, so it was not keeping up with state-the-art ideas in terms of security and the different parties like judges, prisoners and public witnesses,” says John Keifer, director of public works for the city of Norfolk. “It was functionally inadequate, things were a bit older and there was a need for a few more courtrooms.” The answer to all of these problems is the Consolidated Courts Complex, which will house the General District, Circuit, Juvenile and Domestic Relations courts. Archer Western, the general contractor for the project in a joint venture with Heery, broke ground on the first phase of construction in January 2012 and is expected to complete the phase in December 2013. The first phase involves construction of the first building adjacent to St. Pauls Boulevard in downtown Norfolk. Keifer says the construction team will install the steel structure of this first building. Phase 2 will break ground in summer 2014 and will be completed by December 2015. The entire project is estimated to cost $123.3 million to complete. The facility will be a LEED-certified structure, as well, with the design pursuing Silver accreditation.
