M cCormack Baron Salazar (MBS) Inc. is a developer of mixed-income communities across the country, Senior Vice President Meg Manley says. “In this place, nobody’s apologizing for affordable housing,” she declares. “We’re trying to revolutionize it.” The St. Louis-based firm strives to develop high-quality, affordable homes that are indistinguishable from market-rate developments. “[We also] ensure our developments are relevant to the context of the community,” Vice President Ron Roberts says. The developer has followed this philosophy on its Arlington Grove project in St. Louis, which is a 112-unit development in the city’s 22nd Ward. When finished, Arlington Grove will include a mixed-use building with commercial/retail space, townhouses and garden apartments that knit into the architectural fabric of the surrounding neighborhood, and the historic renovation of Arlington School into apartments. The project, which has a budget exceeding $28 million, was developed in partnership between McCormack Baron Salazar, a Community Development Corporation (CDC) under the auspices of Friendly Temple Missionary Baptist Church, the St. Louis Housing Authority and designer/general contractor KAI Design & Build. Arlington Grove is currently in lease-up by management agent McCormack Baron Ragan, an affiliate of MBS, and construction is scheduled to be completed in October 2012. guidelines have an emphasis on green,” Roberts says, noting that MBS has made sustainability part of its philosophy. “At this point, it’s sort of standard operating procedure for us.” Roberts also is pleased with the support the project has earned from the City of St. Louis and the local community. “The city served as a champion for the project with Alderman Jeffrey Boyd,” Roberts says. “It’s a very difficult project in an area that has been underserved for a while.” In addition, the Friendly Temple Missionary Baptist Church in St. Louis invested millions of dollars of its own funds to revitalize Arlington Grove and the surrounding community. “I’m really proud that the church was [willing] to invest [its] own money as a catalyst for the Arlington Grove Development,” he says. “The fact that we were able to work as partners and contribute to the revitalization of the Arlington Grove neighborhood is something everyone can take pride in.” Complex Construction MBS also is developing the $65 million Northpark at Scott Carver project in Miami-Dade County, Fla. Manley explains the mixed-income project has replaced a barrack-style apartment complex that opened in 1954. Over the years, the complex fell into a state of deterioration, Manley says. Ultimately, the Miami-Dade Public Housing and Community Development Department selected MBS to recreate the complex, which will sit on the east and west sides of 22nd Avenue and feature 354 apartments in townhouses and garden apartment buildings. Construction began on the project in 2010 and will be finished in November, Manley says. “The first phase on the west side is 100 percent complete,” she says, noting that it is occupying the units now. Northpark is a strong example of public housing that does not look like affordable housing, she notes. Both structures have a terra-cotta-style roof, while MSB’s team has created blocks and street orientation on-site. Product Pride Although MBS has used KAI’s design skills for nearly 20 years, this is the second development in which KAI has acted as the general contractor for MBS.
