BY JAMIE MORGAN he city of San Antonio’s public safety departments are getting a brand-new face. The administrative personnel for the city’s police and fire departments currently operate from two separate buildings, neither of which are able to keep up with today’s needs. The fire department’s headquarters is a small building that was built in the 1920s as a hotel for the Municipal Auditorium. The police headquarters was at least designed with the department in mind, but its design features and construction techniques date back to the ‘50s. In December 2010, the city issued its design/build contractor, Hensel Phelps, a notice to proceed with construction of the new 456,000-squarefoot San Antonio Public Safety Headquarters, which adds to the city’s vision of creating a municipal center. “There is a downtown area that we would like to develop into a municipal government area,” explains Cathleen Crabb, architect for the city’s Capital Improvement Management Services department. “There are several Bexar County courthouses nearby, and the current police headquarters is right across the street from this site. Also, city hall and other municipal buildings are two blocks north of here.” The city demolished a one-story Kmart on the site, and in its place will erect a six-story administrative building with a top-floor mechanical penthouse and an adjacent nine-level parking garage. A fueling and vehicle-washing station is also being constructed as part of this project on a another site. Because the city is working to consolidate its municipal buildings, Crabb says the new blast-resistant fire and police administrative headquarters design will reflect its public neighbors. “The building materials are all chosen to be in keeping with its stature as a headquarters for both the fire and police department,” Crabb explains. “So the idea of strength was very important in the design of the building while also being open to the public. So it has characteristics in keeping with the other civic buildings downtown as far as the vocabulary of classic architecture.
