This is the lesson learned by the Bouygues-Bird Joint Venture, a collaboration between two successful Canadian construction companies: Bouygues Building Canada and Bird Construction. Together, the companies are working on British Columbia’s largest public-private partnership (P3) project. The project is the new Royal Canadian Mounted Police (RCMP) E Division Headquarters in Surrey, British Columbia. It is a $966 million complex, which will consolidate 2,700 employees who are now spread out among approximately 25 sites around the Vancouver area. The new 76,162-square-meter complex includes a seven-story office building and two support buildings. The site developer is Green Timbers Accommodation Partners, responsible for designing, building and financing the project. It also will maintain the facility for 25 years after construction through its facilities maintenance provider, ETDE FM Canada. Public Works and Government Services Canada (PWGSC), the department responsible for federal office accommodations, is working with the Royal Canadian Mounted Police (RCMP) to bring this project to fruition. “This will become the largest RCMP complex in Canada,” says Franck Lombard, project director with Bouygues Building Canada. “By consolidating various offices throughout Surrey and Vancouver area, the RCMP will move into a modern and highly efficient facility, which will include a modern data center and be able to operate on a post-disaster basis.” Bouygues is part of an organization that is a global force in the building, civil works, energy and services markets.
