Civil | WILLIAM CHARLES CONSTRUCTION – I-39 REPAVING Patching Up the Highway MOISTURE CREATED CHALLENGES FOR AN ILLINOIS REPAVING PROJECT. BY RUSS GAGER W hen you’re cruising down a highway and suddenly hit a rough patch of broken and patched pavement, that interruption of your smooth sailing may have several causes, including moisture. That was the case with a 20-mile stretch of I-39 about 30 miles south of Rockford, Ill., near Rochelle in the northwest part of the state. “It’s a pretty wet area down there,” General Superintendent Jim Kohlhorst summarizes. “It’s all farmland in that area around Rochelle. The groundwater is real shallow, and it’s not real good soil. It’s got a pretty high water table.” This concrete, four-lane divided highway had asphalt shoulders and a median about 50 feet wide with a 4-foot ditch between the two pairs of lanes and shoulders. It extends between major interstates I-88 and I-80. Because of the highway’s deterioration, the $11 million first phase of the project required replacement of the shoulders with concrete and then patching 9,000 square yards of the concrete highway. “These asphalt shoulders were in such bad shape, they needed to be replaced,” Kohlhorst explains. “They’ve had some drainage problems. There is no drainage underneath these shoulders, and they were just laid right on the dirt. In bidding the job, these road surgeons had to scrape costs to the bone – or the road surface – so all the asphalt excavated from the site was reused.
