Training While Learning Institutional | CHOATE CONSTRUCTION CO. – NGCSU PROJECTS Although many colleges offer ROTC courses, the programs at the country’s six senior military colleges are recognized under United States Code. Cadets here must take ROTC all four years, but accepting a commission after graduation remains optional. In addition, all cadets at senior military colleges are guaranteed active duty commissions when they graduate. The criteria of a senior military college include: • Baccalaureate degrees must be granted. • All physically fit male students who reside on campus must take courses in military training. Exceptions include foreign nationals, prior-service personnel and those excused by a professor of military science. • The schools must maintain military standards similar to federal service academies. • They must have the objective of developing character through military training and cadet conduct. • Outside ROTC, the school must establish a corps of cadets in which all students wear military uniforms. The corps of cadets system involves a 24-hour military environment in which the students are subject to military discipline. »Choate Construction is working on a project at a senior military college. Commanding Demand INCREASING ENROLLMENT NUMBERS AT A GEORGIA UNIVERSITY CALL FOR A CAMPUS EXPANSION. s one of just six senior military colleges in the nation, North Georgia College & State University (NGCSU) has had to develop plans to accommodate rapid growth. Ambling University Development, the expansion project’s manager, selected Choate Construction Co. to build new military and civilian residence halls, a parking deck and a dining hall. Ambling University Development also was responsible for the school’s first privately financed residence hall, Owen Hall, in 2001. Lord, Aeck Aargent is the architect on the new project, and Jones Lang LaSalle is the program manager. The project’s first phase includes an 85,000-square-foot, 352-bed cadet housing complex; a 147,000-square-foot, 602-bed civilian dormitory; and a six-story, 1,080-spot parking deck. Choate began work on this phase in August 2009, and its completion is scheduled for August 2010. Phase two calls for a 36,500-square-foot dining facility to be completed by July 2011. The campus’ new buildings will serve a current student body of more than 5,000 that is poised to face a significant uptick in coming years. The school’s 2008 enrollment saw a 5.2 percent increase over 2007. The university foresees major growth in the coming years, but instead of calling for stricter enrollment guidelines, it welcomes the change. “We need to double our size to accommodate several years of rapid enrollment growth, as well as continued future growth,” says Mac McConnell, NGCSE vice president of business and finance. NGCSU’s student body includes 700 students enrolled in its corps of cadets program, which is nearly 13 percent of the student population. In September 2009, the U.S. Army released the National Order of Merit List, and of the country’s 4,072 cadets ranked on the list, six students at NGCSU placed in the top 10 percent. The annual list ranks cadets from more than 270 Army ROTC programs, and those who rank in the top 10 percent are guaranteed their first choice in military duty assignments and graduate as distinguished military graduates – one of the highest ROTC honors. “North Georgia is also designated by the state legislature as the Military College of Georgia and as a leadership institution for civilian and military students by the board of regents,” the university says. The country’s other senior military colleges are the Citadel, Norwich University, Texas A&M University, Virginia Military Institute and Virginia Tech. CONSTRUCTION-TODAY.COM JANUARY 2010
